Senator David Balmer is honored to representthe citizens of Senate District 27. David was
the key  gure behind the Dog Protection Actof Colorado, the  rst legislation of its kind.
The Dog Protection Act requires allColorado police o cers take canineencounter training and requires that lawenforcement give dog owners the
opportunity to call and remove their dogfrom the police encounter. Prior to his election to the Senate, David served in theColorado House for 4 terms. From 2007 to 2010, he
served as the Assistant House Minority Leader (second-highest rankedRepublican in the House). Senator Balmer rose to the rank ofLieutenant Colonel in the U.S. Army Reserve and served in Armyactive-duty deployments to Afghanistan and Bosnia.
