Bill Weld was elected Governor of Massachusettsin 1990 with 51% of the vote, and re-elected in
1994 with 71% of the vote. While in o ce, Billcut taxes 21 times, including a phase-out ofthe long-term capital gains tax, and did not
permit any tax increases. In 1992 he wasrated the most  scally conservative
governor in the United States by the WallStreet Journal. During his  rst term, the
unemployment rate in Massachusettsplummeted. He championed a work requirementfor welfare bene ts, resulting in a dramatic decrease
in the state welfare budget. He was an early proponent of civil rights forgays and lesbians, and appointed the judge who wrote the opinionmandating marriage equality as a matter of constitutional right. Hewas also an outspoken defender of a woman’s right to choose whetherto terminate a pregnancy, rather than have the decision made by thegovernment. As Governor, Bill led 16 trade missions to Asia, Africa,Europe, and Latin America, and during the past decade has traveledwidely in connection with his international law and business consultingpractice. Bill served as a federal prosecutor under President Reagan inBoston and Washington, winning convictions in 110 out of 111 publiccorruption cases brought by his o ce.
